Advertise how interesting the roleplay is and how creative the odd cat groups we have here are. Tell them what they(as a cat) could become here if they join the various groups.
And nothing like "oh my gosh, click this link, because it's cool and cool and really awesome and super cool".
And the top posters are staff because they're the most active and trustworthy people here. But we do have a good number of semi-active normies here too:

See? We have *counts* 6 active non-staff!! =D HA! That's not 3 quarters! It's... *counts again* HALF! Exactly half of us are staff, not counting me.
Stormy, Feathery, WolfPaw, BurningHeart, Jay, and DestinyClaw versus Kitty, Snowy, Misty, Gentle(who isnt very active), Swift, and Lone Wolf(who isnt very active)!
OMG... a year and a half of this website's being up and running and I only have twelve active members to account for... ten, really. Lone Wolf and Gentle dont count. The Scarlet Snowflake has 200 insanely ACTIVE members. 0.o *goes off to die in corner*
